Danida has launched an Action Plan to fight corruption
In 2004, Danida launched an Action Plan to fight corruption and developed a Code of Conduct which in few words can be boiled down to a zero tolerance policy. Furthermore, Danida has established an Anti-Corruption Hotline to enable people to report misuse of Danida funds.
Danida sets high integrety standards in aid programmes as well as in the administration of entrusted funds. This is why Danida gives the fight against corruption high priority. Corruption prevents optimal results of Danida's means, or they might end up in the wrong pockets. Danida does not accept corruption within Danida itself, in programmes supported by Danida, or within external partners administrating Danida means.What is corruption?
Danida defines corruption as the “misuse of entrusted power for private gain”. This definition corresponds to the conception of corruption in the Danish Penal Code and in many international conventions.What happens if Danida unveils corruption within its own house?
Danida's development co-operation is based on a high degree of confidence, and Danida expects our co-operation partners to repay this confidence. Misuse of Danida's own funds might occur, and this situation will often result in more stringent measures of control and in some situations the case will be handed over to a lawyer of the police. A European company might risk being suspended or debarred from future bidding and public contracting. In rare cases Danida recommends that a programme or a project is brought to an end. However, a corruption case should never be allowed to develop to this extent. This is why the sanctions imposed by Danida are based upon two main considerations: The level of corruption and the will to rectify evident misuse.Fighting corruption is also your responsibility
The responsibility for fighting and preventing corruption within Danida, and in Danida funded projects, is primarily Danida’s own. But Danida cannot fight this battle alone. Danida needs your commitment to help us taking care of the entrusted funds we administrate, funds you may benefit from.
If you encounter corruption, Danida would like you either to disclose these cases to the Danida contact responsible or to contact Danida directly by the formula for corruption or by sending a letter to the Danish Foreign Ministry, Asiatisk Plads 2, DK-1448 Copenhagen K, Denmark, marked ”Anti-corruption”. That means that you can always be sure that your contact to Danida remains confidential unless you prefer to step forth. You can choose to remain anonymous. That means, however, that in certain situations Danida cannot proceed with an investigation of the conditions that you have reported as corrupt because we prioritise your safety. Furthermore, an investigation will always be more difficult to undertake if based on an anonymous tip.
