2009.09 JOINT EXTERNAL EVALUATION: EVALUATION OF THE UNHCR JOINT ORGANISATION STRATEGY 2007-2009

UNHCR (United Nations High Commission for Refugees) is the primary inter-governmental organization with responsibility for providing humanitarian assistance, protection and finding durable solutions for refugees as well as for an increasing number of internally displaced persons (IDPs).

In line with the Paris Declaration and the Principles of Good Humanitarian Donorshipation three donors - Canada, Denmark and the UK -entered into a Joint Organisation Strategy (JOS) with UNHCR covering the period of 2007-2009 with the aim of increasing the efficiency of their working relationship and strengthening UNHCR’s capacity for operational delivery. The evaluation will assess the experience of this joint strategy, which is the first of its kind for the four partners, will determine the extent to which the JOS has delivered the objectives and desired impact, and identify lessons learnt about the strengths and weaknesses of the approach. Focus will mainly be on the strategic and organisational level i.e. the coherence and coordination among the three donors, and the efficiency and effectiveness of the working relationship with UNHCR. It will however, also assess whether JOS has enhanced UNHCR’s capacity to deliver on key priority issues at the operational level.
